In a letter dated 12 October 1951, President Schwalm stated, "Brother Rufus Bowman and I have been selected by the Chairman of the General Brotherhood Board to make a preliminary study of the tensions of the church arising out of differences in theology and on other matters, and to make a report to the November meeting of the Board...What are the main problems in the picture? What are the charges against the main body of the church and her institutions?...What do you think are the causes of these disturbances?
