Francis was the second son of first College President David Howe and David's first wife, Delilah. Francis (Frank) was an instrumental music teacher at Manchester College 1899-1900. Frank was also the Inventor/founder of the Howe Vacuum Bait Company. The obituary states: In 1894 when under the direction of Miss Maude Quivey, he became greatly interested in music, and that was his life work, many of the young people of this vicinity getting their musical instruction and inspiration from him, he giving them a fatherly interest and care....... One of his brothers in speaking of Frank, said: Some men are builders of steel; others are strong on finance; some love the gift of speech, but there was a man whose soul was touched by music, the language of the soul."
