He moved to Elgin, Illinois in 1942 to serve as the Brethren director of Civilian Public Service. In 1946 Rowe became associate executive secretary of the Brethren Service Committee. In 1948 he became executive secretary of the Brethren Service Commission. After twenty years in this office he began a dual assignment as director of the Church of the Brethren Washington, DC office and executive for the Committee on Interchurch Relations.
