Bio History Note | The tape was not clearly identified, just by {amb Hartman 4-20-88}, and the topic clearly being challenges faced by the country of Russia. The archivist looked up Ambassador Hartman on the internet and found Arthur Hartman (on Wikipedia) who is identified as being the 17th United States Ambassador to the Soviet Union in office September 28, 1981 - February 20, 1987 under President Ronald Reagan. It is a definite possibility that this is the Hartman speaking at Manchester College in 1988. |
