Bio History NoteThe Draft Counselor's Kit was compiled to help meet the demand for informed draft counselors.  It was put out by the Central Committee for Conscientious Objectors, George Willoughby being the Executive Secretary for the organization.  His letter to Ruth Davidson at Manchester College was written March 16, 1962. The CCCO encouraged interested and mature individuals to prepare themselves to counsel with conscientious objectors as the need arose.  The kit was available to any counselor accepted by CCCO as a member of its Panel of Counselors.  The duty of the draft counselor was to assist the CO by providing the necessary information about the draft law and regulations and helping him to understand the alternatives before him, along with the possible consequences of his action.  It was not the duty of the counselor to tell the CO what stand to take, but the counselor was to encourage the CO to follow his conscience -- to do that which was right for him.
